Compression-Aware Region-of-Interest Video Encodingfor Full-Motion Video Telemetry and Surveillance

Ampex Data Systems Corporation demonstrated its Region Of Interest Video Encoding (ROIVE) technology at the International Telemetry Conference (ITC) in Las Vegas. Demonstrated was a concept for encoding full-motion video, collected with a high-definition (HD) sensor, for transmission over a low-data rate communication link. The ROIVE technology encodes the HD video in two video streams: one stream encodes the entire field of view with high compression; the other encodes a selectable region of interest within the field of view with high resolution.

 

Both streams are transmitted to, and displayed on, the ground display to provide a high-resolution image of a selected region of interest. In the demonstration, an off-the-shelf netbook computer showed full motion video at the sensor resolution, captured with a 1080p30 camera. The technology provides an HD view of the specific region of interest with a minimum use of bandwidth.

Ampex plans to integrate the ROIVE system together with their high-performance airborne video acquisition systems. ROIVE with an HD video recorder, like Ampex's miniR™ 700 recorder system, adds remote video server capability for down-linking real-time and time-shifted high-resolution video for telemetry and ISR applications.
